Grant schemes for the self-employed in 2022

Both at national and regional level, several aids have been included, or modified, concerning the provision of aid to self-employed workers. Below, we are going to analyse the grant for the self-employed in 2022 and the plans for 2023.
National support for the self-employed in 2022
Currently, we can distinguish 4 types of aid for the self-employed at state level, with the following conditions.
Grant for setting up as a self-employed person
This aid provides for a maximum of €10,000 and is aimed at unemployed people who are starting a self-employed activity.
To apply for this subsidy it is essential to meet at least one of the following conditions:
- Be unemployed.
- Young people aged 30 or under.
- People with disabilities
In the case of women victims of gender-based violence, the subsidy established by the administration is increased by 10 %.
It is important to note that in order to be granted this aid, the self-employed worker is usually required to make an investment in assets or fixed assets of at least €5,000 either 3 months before starting the activity or 6 months later.
Financial grants
By financial subsidies, we refer to aid that is granted directly for the application for loans, either to public institutions or private entities.
In this case, a reduction equivalent to 4 % of the interest is granted, up to a maximum of €10,000. The subsidy is only provided if at least 75% of the loan is used to finance fixed assets (never less than €5,000), and a maximum of 25% may be used for current assets.
Technical grant
The grant for technical assistance is capped at €2,000 and covers up to 75% of the costs of the technical assistance provided for the start-up of the activity.
Training
There are also subsidies for training for the self-employed, up to 75% of the total cost (the rest to be paid by the self-employed worker himself/herself), with a ceiling of €3,000.
The objective in this case is to support training in skills directly related to the administration and the self-employed worker’s own activity.
Quota reductions
The reduction in the self-employed contribution is not a direct aid, but it represents a saving in the direct tax levied on this type of worker.
Decree Law 13/2022, of 26 July, established for the first time different brackets based on actual income, these brackets establish a contribution of 230 € for self-employed workers whose contribution base does not exceed 751.63 €, and ends with a contribution of 500 € for self-employed workers whose contribution base exceeds 1,655.99 €.
From the start of the activity, up to 36 months, the following tax reductions are established.
- First 12 months: 80% reduction.
- Months 13 to 18: 50% reduction.
- Months 19 to 24: Reduction of 30 %.
- Months 25 to 36: Extension of 30 % for self-employed persons under 30 years of age and self-employed persons under 35 years of age.
The participation of the Autonomous Communities in aid schemes for the self-employed
Most of the aid for the self-employed in 2022 will go through regional administrations. The State proposes a general framework, however, it is the Autonomous Communities themselves that, for the most part, decide the final amount and the conditions under which aid is granted. In addition to managing the aid, the Autonomous Communities are also responsible for proposing other aid that complements the subsidies at government level.
For the most part, the Autonomous Communities offer both direct subsidies and tax reductions to self-employed workers. Being registered with the SEPE is a requirement that most administrations request, as a prior step to applying for this type of aid.
The Digital Kit and the European Union’s aid for the self-employed
The European Union also offers specific benefits to self-employed workers in EU territory. The main novelty this year has been the launch of the Digital Kit, a plan designed to strengthen the digitalisation of companies and the self-employed.
In general terms, this is a budget allocation from Brussels, with a budget of 3,067 million euros. The Spanish administrative body in charge of administering this aid is the Agenda España Digital 2025, whose job is to establish a series of conditions for applying for aid and assessing applicants.
In the specific case of the self-employed, they can apply for grants of up to €2,000 for the following purposes:
- Website
- E-commerce
- Electronic invoicing
- Customer management
- Social media management
- Business Intelligence
- Process management
- Virtual Office
- Cybersecurity
- Secure communications
The aim of the Digital Kit is to enable the European self-employed to incorporate technological devices and processes into their activities, enabling them to carry out their work more efficiently.
