It will do so gradually and by region, with the islands El Hierro, La Gomera, La Graciosa and Formentera as the first to leave the confinement that same day. Specifically, the Government will order the recovery of “the new normal” in four phases that will last until the end of June. The Executive foresees that each phase will last two weeks “if everything goes well”.
Phase 0: May 4
Phase 0 throughout Spain, with the exception of the four islands mentioned, which will begin de-escalation from phase one. It will be similar to what we already know today, with the children allows to go out for an hour and, starting on Saturday the 2nd , that of adults to do sports individually one hour a day.
In addition, in this phase 0 or preparation, the opening of premises will be allowed by appointment for individual customer service, such as restaurants without consumption on the premises.
In this phase, the preparation of all public places will be intensified with signage and protective measures to prepare for the start of the next phase.
Federated athletes and professional athletes will also have the possibility to carry out individual training sessions. They will be able to return to basic training sessions.
During this phase 0, Spain will continue in an alarm state. This forces them to remain confined in their homes except for permitted activities. During this phase telework will be promoted.
Phase 1: May 11
In phase 1, which according to Pedro Sánchez’s calculations would take place on May 11, all of Spain will recover a certain normality. From that day on, the partial start of some activities will be allowed, always within the province of residence. If you have a second residence within the provincial limit, you will be able to move to it.
Thus, although it will not be possible to leave the provincial term, it will be possible to go shopping at the small business under strict security measures with preferential hours for the elderly.
The shopping malls, however, will continue to be closed. This phase will also allow the reopening of the terraces of premises and restaurants with a maximum of 30% occupancy.
Hotels and tourist accommodation, without being able to use the common areas, may also reopen.
The opening of premises in phase 1 will include a preferential schedule for those over 65 who are the most vulnerable group to Covid-19.
In addition, hunting and fishing will be allowed to reactivate the entire agri-food sector.
You can also go to places of worship, with a limitation of a third of the capacity.
They will also open high-performance centers with reinforced hygiene and protection measures and, whenever possible, using them in shifts.
Phase 2: May 25
Depending on the evolution of the pandemic and the behavior of citizens throughout the first phase, two weeks later, in the provinces where possible, they will jump to phase 2. Considering the intermediate phase, it will start around 25 May “if conditions and markers are met.”
During this period the interior space of the premises will be opened with 30% of the capacity, guaranteeing the separation of people and attending only to the tables.
Although the school year will not return until September, from the end of May, the educational centers will also reopen to offer «reinforcement activities, guaranteeing that children under 6 years of age who can attend the centers in case both parents have to work in person and to celebrate EBAU ”».
The celebration of cultural acts with less than 50 people in closed premises and with less than 400 people seated will also be authorized, if the act is outdoors.
They will also open cinemas, theaters, auditoriums and similar spaces with preassigned seats and limiting their capacity to one third.
Visits to monuments and cultural facilities such as exhibition halls, conference rooms with a third of the usual capacity will be possible.
Places of worship will expand their capacity, but with a capacity still reduced to 50%.
Phase 3: June 8
In the territories that are possible, from June 8, it will go to the third phase. It is prior to the recovery of the “new normal”. It will be during this period that the changes with respect to the current confinement will be most noticeable.
The Government will already allow “general mobility” within the province, “although the recommendation to use the mask outside the home and on public transport will be maintained.”
In this phase they will also open the shopping centers although limiting the capacity to 50% and setting a minimum separation distance of two meters.
In the restaurant sector, says Sánchez, “restrictions on capacity and occupation will be somewhat relaxed” although the separation between the public will be maintained.
Throughout the fortnight of the third phase, which will last until the end of June, the displacement to the beaches although, as with the rest of activities, with restrictive measures and social separation that have not yet materialized.
End of June
If the evolution of the pandemic is positive, at the end of June all the restrictive measures will be lifted and the “new normal” will be entered. From then on, normal life will be allowed, the one known until March 14 when the alarm state was applied, although with new recommendations to avoid possible infections and even a second outbreak.
From that moment it will also be possible to leave the provincial limit to go to other national territories. In this way, at the end of June, it will be allowed to go to the second residence outside the same province. Until the recovery of the new normality, these displacements will only be possible due to labor issues or the death of a relative.
At the moment the Government has not detailed whether it will be possible to travel outside of Spain after recovering that new normality from July.
