The National Programme for the Promotion of Self-Employment is designed for unemployed people and is managed at regional level, mainly through the Employment Departments of each region, and by the State Public Employment Service in those regions without specific competences, including the Autonomous Cities of Ceuta and Melilla.
This programme offers four types of aid that are adapted according to the particularities of each autonomous community:
1. Subsidy for establishment as a self-employed or self-employed worker.
This aid, with a maximum of 10,000 euros, varies in amount according to different groups, such as unemployed people in general, young people under 30, unemployed women, unemployed people with disabilities and unemployed women with disabilities. For women victims of gender-based violence, the amounts are increased by 10%.
Normally, the granting of this aid is linked to the beneficiary making a minimum investment in assets or fixed assets, which is usually at least 5,000 euros (excluding recoverable taxes), in a period ranging from 3 months before to 6 months after the start of the activity.
In addition, a commitment to remain self-employed for 2 or 3 years is usually required; otherwise, the aid must be repaid. It is essential to verify these terms in the corresponding Autonomous Community’s call for applications.
2. Financial subsidy.
This aid consists of a reduction of up to 4 points in the interest on the loan granted by public or private financial entities, with a maximum limit of 10,000 euros. At least 75 % of the loan must be used for investments in fixed assets and up to 25 % may be used for current assets. A minimum investment in fixed assets of at least EUR 5,000 is required.
3. Grant for technical assistance.
This grant covers 75 % of the cost of the services provided, up to a limit of EUR 2,000.
4. Grant for training.
This grant covers 75% of the cost of the courses provided, up to a maximum of 3,000 euros.
Grants for entrepreneurs by communities in Spain
Andalusia: Grants for the promotion of self-employment in Andalusia – Line 2.
- Call for applications from 01/08/23 to 30/09/24.
- This line of aid is aimed at those who have started an activity and maintain their self-employed status uninterruptedly for 12 months, counting from the day following the date of submission of the application.
- The amounts of this line of aid will vary between 3,800 and 5,500 euros, depending on the applicant:
Aragon: Subsidies for self-employed entrepreneurs.
– Calls for applications 2023 Closed:
– For the promotion of generational replacement.
– Incentive for the consolidation of projects to encourage the maintenance of self-employment.
– Subsidy to encourage the incorporation of collaborating self-employed workers into the family business.
– Subsidy for the hiring of the first employee.
– Financial subsidy.
– Subsidy for setting up as a self-employed worker.
Principality of Asturias: Aid for the promotion of innovative entrepreneurship – Entrepreneur’s Cheque.
– Call for applications 2023: Closed.
– The amount of the subsidy to be received by beneficiaries will be 10,000 euros.
Balearic Islands: Grants to promote self-employment to address the demographic challenge and facilitate the productive transformation towards a green and digital economy, with funding from the European Union – NextGenerationEU.
– Call Closed. Until 30/06/23.
– Programme 1: financial aid for the start-up of the activity, aimed at promoting the incorporation of unemployed people registered as self-employed in order to facilitate the productive transformation towards a green and digital economy.
– Programme 2: aid for the consolidation of new lines of business and change of activity for the productive transformation towards a green and digital economy.
Canary Islands: Subsidies for the promotion of self-employment.
– Call for applications closed. Until 02/10/23.
– The beneficiaries of the subsidies may be unemployed people registered as job seekers or other services, not employed, in the Canary Islands Employment Service (SCE), when they establish themselves as self-employed or self-employed workers in the Autonomous Community of the Canary Islands and have been registered in the Special Regime for Self-Employed Workers (RETA), in the Special System for Self-Employed Agrarian Workers, in the Special Scheme for Self-Employed Sea Workers or Self-Employed, in the corresponding special scheme or in the Mutual Society of the professional association and who, in addition, fulfil the rest of the requirements demanded in the Regulatory Bases, as well as in the regulations that are generally applicable to them.
– Applicants may be beneficiaries when they form part of communities of property (CB), or private civil partnerships (SCP), provided that the subsidies are applied for on a personal basis.
– Persons who have been registered with the Social Security as self-employed dependent workers (TRADE) may also be beneficiaries.
Cantabria: Subsidies aimed at promoting the creation of self-employment.
– Call for applications 2023: Open call for applications.
The application must be submitted within 3 months after the issue of the viability report, counted from the date of issue of the said report, and the application must be submitted prior to registration with the Social Security or alternative system. The favourable viability report must be submitted together with the application for aid.
– 4,800 euros for unemployed men in general.
– 6,000 euros for unemployed women in general.
– 6,800 euros for people with disabilities, young people under 35 years of age or people aged 45 or over.
– 8,000 euros for women victims of gender violence.
The above amounts will be increased by 500 euros in the case of persons who, at the date of submission of the application, meet the requirements to apply for the flat rate.
Castilla La Mancha: Subsidies to promote self-employment.
– Call for applications 2023: Closed.
– Line 1. Grants to promote the reconciliation of work, family and personal life of the self-employed.
– Line 2. Aid to promote generational replacement.
– Line 3. Aid for the collaborating family member of the self-employed worker.
– Line 4. Aid for the first indefinite hiring of employees.
– Line 1: maximum of 1,200 euros per month.
– Line 2: maximum of 6,000 euros.
– Line 3: maximum of 3,000 euros.
– Line 4: maximum of 9,000 euros.
Castilla y León: Subsidies aimed at promoting self-employment in Castilla y León.
– Call for applications 2023: Closed.
– Beneficiaries: Natural persons, including those forming part of an entity without legal personality, who are self-employed and meet the requirements.
Catalonia: Economic and social measures for companies and the self-employed.
– Open call.
– Beneficiaries: Companies and the self-employed in Catalonia that are framed within the sectors targeted by the subsidies and measures with their deadline for submission open.
Community of Valencia
– Title: EAUTOP 2023 programme New territorial projects for rebalancing and equity – entrepreneurship and micro-enterprises.
– Call 2023: CLOSED.
Amount: The amount of the grant will be 5,000 euros per beneficiary.
Extremadura: Grant for the promotion, consolidation and modernisation of self-employment.
– Call 2023: OPEN: from 15/02/2023 to 14/02/2024.
– Programme I. Aid for the establishment of unemployed persons as self-employed workers.
– Programme II. Aid to the self-employed person who favours the labour insertion of a collaborating family member.
– Programme III. Aid for the maintenance and modernisation of self-employment activity, for self-employed workers who have been beneficiaries of Programme I aid provided for in Decree 29/2021, of 21 April, or in the current decree of regulatory bases.
– Programme IV. Aid for employed persons, included in the General Social Security Scheme as employees, who start a business or professional activity as self-employed workers, provided that they must be included in the Special Scheme for Self-Employed Workers (RETA).
– Subsidy of 1,000 euros for the beneficiaries of Programme III aid.
– Subsidy of 5,000 euros for employed persons, included in the General Regime of Employed Workers, beneficiaries of the aids of Programme IV.
– Subsidy of 5,000 euros in the case of unemployed men established as self-employed and beneficiaries of Programme I or, in the case of collaborating family members, who are not included in any of the groups in the following section.
– Subsidy of 7,500 euros in the case of unemployed men established as self-employed in Programmes I and II.
– Subsidy of 9,000 euros in the case of unemployed women established as self-employed, in Programmes I and II.
– Additionally, in Programmes I and II, a subsidy of 1,000 euros which will increase the amount corresponding to applicants for any of the groups defined in sections 4 and 5, except for section 4.e), when the beneficiary in the case of Programme I, or the person responsible for Programme II, carries out his/her activity in a municipality with less than 5,000 inhabitants, in accordance with the official population figures referred to in section 4.e) above.
Galicia: Always self-employed. Promotion of self-employment.
– Call for applications 2023: CLOSED.
– Beneficiaries: Those persons who register definitively in the special scheme for the self-employed or in any other special scheme for the self-employed of the Social Security or in the mutual society of a professional association between 1 October 2022 and 29 September 2023, both inclusive, as owners or co-owners of the business or operation.
La Rioja: Promotion of the consolidation of self-employment.
Call for applications 2023: CLOSED.
– Beneficiaries: Self-employed workers who have been registered in the Special Social Security Scheme for Self-employed Workers.
– Amount:
– Self-employed persons who have registered between 1 January and 30 June 2021: 1,380 euros or the corresponding proportional amount.
– Self-employed persons who have registered between 1 July and 31 December 2021: 540 euros or the corresponding proportional amount.
Community of Madrid: Aid for workers who set up as self-employed.
– Call for applications 2023: Open call for applications.
– Beneficiaries:
Unemployed persons who register as self-employed workers, whose activity starts on or after 1 October 2015, may be beneficiaries of the subsidies.
Region of Murcia: Subsidies for the promotion of self-employment.
Call 2023: Open call.
– 6,000 euros: under 30 years old, from 45 to 54 years old and from 30 to 44 years old, long-term unemployed.
– 8,000 euros: disabled, at risk of social exclusion, victims of terrorism, recipients of the minimum living income or minimum insertion income, 45 to 54 years old, long-term unemployed and 55 years old and over. 9,000 euros if they are women.
– 7,000 euros, in general.
Navarra: Subsidies for the promotion of self-employment.
– Call for applications 2023: CLOSED.
– Processing: The deadline for submitting applications will be one month, counted from the day after the date of registration in the Special Scheme for Self-Employed Workers or Mutual Society of the corresponding professional association, provided that the authorisation of the corresponding expenditure has been published in the BON.
– Amount: Variable subsidy (from 2,000 euros) depending on the personal circumstances of the person setting up as a self-employed worker.
Basque Country/Bizkaia: Promotion of entrepreneurial initiatives 2023.
