INFORMATION ABOUT THE ALARM IN SPAIN FOR THE #COVID-19

Last Saturday 14th March was published the RD 463/2020, which declared the State of Alarm in Spain, in order to face the health emergency situation caused by the COVID-19 coronavirus.
The duration of the state of alarm is fifteen calendar days.
During the period of the state of alarm, the freedom of movement of people has been limited. You will only be able to circulate along the roads for public use to carry out the following activities:
a) Acquisition of food, pharmaceuticals and basic necessities.
b) Assistance to health centers, services and establishments.
c) Travel to the workplace to carry out their labor, professional or business provision.
d) Return to the place of habitual residence.
e) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable
people.
f) Displacement to financial and insurance entities.
g) Due to force majeure or need.
h) Any other activity of a similar nature that must be done individually, unless accompanied by people with disabilities or for other justified cause.
Likewise, the circulation of private vehicles on public roads will be allowed to carry out the activities referred to in the previous section or to refuel at gas stations or service stations.
Regarding containment measures in the matter of commercial activity:
• The opening to the public of minor establishments is suspended, with the exception of commercial establishments for food, beverages, products and essential goods, pharmaceutical establishments, medical, optical and orthopedic products, hygienic products, press and stationery, automotive fuel, tobacconists, technological and telecommunications equipment, pet food, internet commerce, telephone or correspondence, dry cleaners and laundries. Any
other activity or establishment that in the judgment of the competent authority may pose a risk of contagion is suspended.
• The hotel, café-bar and restaurant activities are suspended, and delivery services can be exclusively provided.
• The opening to the public of museums, archives, libraries, monuments, as well as the premises and establishments where public shows, sports and leisure activities take place is suspended.

Tax debt deferment facilities with Tax Administration:
• Deferrals of tax debts that are in a voluntary payment period will be granted from today, March 13, until
May 30.
• The postponement is on request, without the need to provide guarantees and up to a maximum of € 30,000.
• The deferral of withholdings, payments on account, installment payments and VAT is also allowed – until now not allowed.
• This affects only SMEs – volume of operations in 2019 that does not exceed 6.010.121,04 €
• 6-month term without interest on late payment in the first 3. Therefore, this measure will affect, for example, the monthly VAT for February, March and April, for SMEs that opted for the SII, and for the payments corresponding to the first quarter – such as retentions tax, VAT tax, which have to be submitted ends on April 20th.
• A specific financing line is given through the ICO for an amount of 400 million euros to meet the liquidity needs of companies and self-employed workers in the tourism sector, as well as reltated activities that are being affected by the current situation.
